National (Minors) - (Dob: September 2009 through August 2012)
This division introduces player pitching and is a competitive league. These players will attend a skills evaluation. This is necessary to balance teams, so your child can experience an enjoyable and a competitive environment. These players will start to understand strategies of the game. The emphasis is to refine skills for throwing, catching, and hitting all while still having fun. Games are played by innings. A regulation game is 6 innings. There is a 3-hour window set for these games unless the league sets a 2-hour limit due to an event. There will be practices during the week at the discretion of the coach. Sometimes this league will travel to Arbutus Little League to play inner league play. The season typically runs from early March through end of school in June. All players league age 8 or older may be eligible to be selected to an ALL-STAR TEAM. All Star Teams travel and play in the Maryland District 4 tournament. The teams that win the All-Star District tournaments will advance to the next level. ALL STAR TEAMS play in June and July.
MINORS LEAGUE AGE 10 – SEPT. 2009 – AUG. 2010
IMPORTANT UPDATE for MINORS who are playing as league age 10 years old: Any player with the birthday range of September 2009 through August 2010 can try out for our Major division. Your player must attend both evaluation times on March 7th, arrive at 2:30 pm - Evaluation from 3 pm to 5 pm for minors & Majors evaluation time is from 6 pm to 7 pm at William J. Myers Pavilion 4300 W. Bay Ave. Brooklyn, MD 21225
If you would like to have your player try out we will need to know by Feb. 29th. Fill out Try Out form.
Two games are played per week; one during the week starting at 6 PM and one on Saturday. Saturday field times can start at 9:00 a.m. and are scheduled throughout the day depending on the number of teams we have registered. There is a 3-hour window set for these games unless the league sets a 2-hour limit due to an event. There will be practices during the week at the discretion of the coach. Games are only scheduled on Sundays if the league needs to move them due to an event in the city, schedule a make-up game, or weather.
*Important Date: A SKILL EVALUATIONS (COACH PITCH, MINOR & MAJORS ONLY) will be held in March. Please have your player attend. All Players Need to Wear Tennis Shoes and Bring Their Gloves!
Minor League plays by Little League Rules.
$125 All players will be provided with team shirt, baseball pants, hat, socks, and belts. Bats, helmets, and catching gear are provided by the league. A baseball glove is required to participate and is NOT provided by the league. Cleats are recommended for players and athletic supporters are recommended for boys. All players playing catcher are REQUIRED to wear athletic supporters and cups.
Most games are played at 1101 E. Fort Ave. Baltimore MD 21230 on FIELD 2 (This field is located in front of our concessions.) If we play inner league play against Arbutus Little League some games will be played at 5525 Shelburne Road Baltimore, MD 2122.
Little League has a Little League Bat Requirement.

FIRST TWO GAMES - COACHABLE FIRST 2 WEEKS.
MANDATORY PLAY - ALL REGISTERED PLAYERS MUST PLAY A MINIMUM OF 2 INNINGS AND 1 AT BAT. PLAYERS HAVE TO BE IN THE GAME FOR 6 CONSECUTIVE OUTS TO MEET MANDATORY PLAYING RULES. (REF: 80 -81 RULES 3.03 )
PRACTICE TIME - COACHES CAN SET THEIR PRACTICE TIMES AS THEY SEE FIT FOR THEIR TEAMS. PRACTICE CAN BE ON OUR FIELDS IF SCHEDULED AND ON ANY OTHER FIELD OF THE COACHES CHOOSING BUT YOU ARE NOT ALLOWED TO HAVE CHILDREN WHO ARE NOT REGISTERED WITH YOUR TEAM PRACTICE WITH YOU. PLAYERS ARE NOT REQUIRED TO ATTEND PRACTICE BUT SHOULD MAKE EVERY EFFORT TO DO SO. FAILURE TO ATTEND ALL PRACTICES DOES NOT MEAN A PLAYER WILL NOT PLAY IN THE GAMES. NOTE SEE MANDATORY PLAY
PACE OF PLAY – WHEN BASES ARE UNOCCUPIED, THE PITCHER SHALL DELIVER THE BALL TO THE BATTER WITHIN 20 SECONDS OR SUCH A TIME DEEMED REASONABLE BY UMPIRE AFTER RECEIPT OF BALL FROM CATCHER. EACH VIOLATION SHALL BE CALLED A BALL AND THE PITCH COUNT SHALL INCREASE BY ONE. NO PITCH REQUIRED. (REF: 8.04) THIS IS TO PREVENT DELAY OF GAME
PACE OF PLAY – BATTER LEAVES BOX OR DELAYS PLAY WITHOUT LISTED EXCEPTIONS (SWINGING, DUCKING, OR OTHER LIVE PLAY), UMPIRE SHALL ISSUE ONE WARNING, THEN ISSUE UNPITCHED STRIKES UNTIL BATTER ENTERS BOX. (REF:

LINE UPS - MANAGERS/COACHES MUST COMPLETE A TEAM LINE UP (FIRST AND LAST NAMES) AND PRESENT IT TO THE UMPIRE AT THE START OF EACH GAME. UMPIRES SHALL TURN IN A SCORECARD AT THE END OF EACH GAME. COACHES/MANAGERS SHALL TURN IN A TEAM LINE-UP AT THE CONCLUSION OF EACH GAME. ACCIDENT FORM - MANAGERS / COACHES MUST COMPLETE AN ACCIDENT FORM FOR ANY ACCIDENT WHICH RESULTS IN AN INJURY TO A PLAYER WHILE ON SBLL FACILITIES WITH IN 24 HOURS OF THE ACCIDENT.
DUGOUT – THERE MUST BE 1 ADULT IN THE DUGOUT WITH PLAYERS AT ALL TIMES. ANY ADULT HELPING WITH A TEAM MUST HAVE COMPLETED A VOLUNTEER FORM AND SUBMITTED TO A BACKGROUND CHECK. NO FOOD BEYOND GUM, SEEDS, NON-CARBONATED FLUIDS ALLOWED IN ANY DUGOUT. ALL PLAYERS MAY GO TO CONCESSION STAND AT THE END OF EACH GAME TO RECEIVE A FREE DRINK. NON-FIELDING OR NON-BATTING PLAYERS SHALL/MUST BE IN DUGOUT DURING A GAME
FIELD PREP - HOME TEAM COACHES ARE RESPONSIBLE FOR THE LINING OF THE FIELD PRIOR TO EVERY GAME. TEAMS SHOULD ARRIVE AT LEAST 15 MINUTES PRIOR TO GAME TIME TO ALLOW FOR WARMING UP. (SBLL SPECIFIC GUIDANCE) BUT CAN ARRIVE EARLIER TO PRACTICE ON AN OPEN FIELD.
SPECTATORS - ALL SPECTATORS MUST REMAIN IN SPECTATOR AREA. NO SPECTATORS MAY BE IN DUGOUTS, DIRECTLY BEHIND DUGOUTS, OR BEHIND BACKSTOP.
CATCHER GEAR - CATCHER'S MUST WEAR A CATCHER'S HELMET, CHEST PROTECTOR, SHIN GUARDS, CATCHER'S MITT, AND ATHLETIC CUP AND SUPPORTER (IF MALE PLAYER).
PITCHER WARM UP - ADULTS MAY NOT WARM UP PITCHERS.
COACH POSITIONING - 2 OFFENSIVE COACHES MUST BE ON THE FIELD IN DESIGNATED COACHES BOXES AT 1ST AND 3RD BASE WHILE TEAM IS BATTING. NO DEFENSIVE COACHES ARE ALLOWED ON FIELD.
STEALING - BALL HAS TO REACH BATTER BEFORE RUNNERS CAN TRY TO ADVANCE.
BASE RUNNING - NO HEAD FIRST DIVING WHEN ADVANCING TO ANY BASE.
UNIFORM - UNIFORM SHIRTS SHALL BE TUCKED IN.
ON DECK - ONLY THE AT-BAT PLAYER MAY POSSESS OR SWING A BAT, AND ONLY ON THE FIELD OF PLAY (I.E. NO ON-DECK ARM WARM-UPS IN OR BEHIND THE DUGOUT). UMPIRES ARE ENCOURAGED TO WARN MANAGERS ON FIRST INFRACTION WITNESSED. UMPIRES ARE AUTHORIZED TO EJECT THE MANAGER FOR CONTINUED INFRACTION. (TEAM MUST THEN PLAY WITH LESS OFFENSIVE COACH ON FIELD)
MINIMUM PLAYERS – 9 PLAYERS ARE REQUIRED TO START AN OFFICIAL GAME (I.E. FOR AN OFFICIAL WIN OR LOSS). POOL PLAYER USAGE SHALL BE ACCEPTED BY THE PLAYER AGENT. IF PLAYER AVAILABILITY DOES NOT ALLOW AN OFFICIAL GAME, BOTH COACHES MAY MUTUALLY AGREE TO PLAY AN UNOFFICIAL GAME. UMPIRES ARE NOT REQUIRED TO SUPPORT AN UNOFFICIAL GAME. COACHES SHALL STILL TURN-IN LINE-UP CARDS FOR PARTICIPATION CREDIT. IF AN UNOFFICIAL GAME IS PLAYED THE LEAGUE WILL CONSIDER THAT AS PART OF A RESCHEDULING DECISION. NO WIN OR
LOSS WILL BE RECORDED.
MINORS ONLY – ALL GAMES:
TIME LIMIT - THERE WILL BE A 3 HOUR TIME LIMIT FOR EACH GAME. GAMES WILL BE CONSIDERED COMPLETE AT THE END OF 3 HOURS OR 6 INNINGS ... WHICHEVER COMES FIRST. IN THE EVENT THAT AGAME END DUE TO TIME LIMIT IN THE MIDDLE OF AN INNING, THE SCORE SHALL REVERT BACK TO THE SCORE AT THE END OF THE LAST COMPLETED INNING.
MERCY RULE – A 10 RUN RULE SHALL BE IN EFFECT. I.E IF AT THE END OF 4 OR MORE INNINGS A TEAM IS AHEAD IN SCORE BY 10 RUNS, THE GAME SHALL BE DECLARED OVER AND THE TEAM THAT IS AHEAD SHALL HAVE A WIN RECORDED.
4 RUN RULE - THERE IS A MAXIMUM OF 4 RUNS PER INNING PER TEAM.
BATTING ORDER – EVERY PLAYER IN ATTENDANCE AT THE START OF A GAME SHALL BE PLACED ON THE LINE UP AND BAT THEIR TURN. TEAM WILL CONTINUE TO BAT UNTIL 3 OUTS ARE RECORDED, ENTIRE TEAM HAS BATTED, OR 5 RUNS HAVE SCORED ... WHICHEVER COMES FIRST.
OUTFIELD POSITION - OUTFIELDERS MUST BE MORE THAN 15 FEET BEHIND INFIELDERS. THIS WILL HELP PREVENT THE BUNCHING UP OF THE PLAYERS. (SBLL RULE SELECTED AS A SPECIFIC INTERPRETATION OF OFFICIAL SPORTSMANSHIP
3RD STRIKE – A THIRD STRIKE IS NOT REQUIRED TO BE CAUGHT BY CATCHER IN THE MINOR DIVISION ONLY. IN THE MAJORS DROPPED THIRD STRIKE APPLIES (REF: 6.06B2)
STEALING - BALL HAS TO REACH BATTER BEFORE RUNNERS CAN TRY TO ADVANCE. THERE SHALL BE NO STEALING ALLOWED WHEN A CATCHER IS RETURNING BALL TO THE PITCHER.
